Professor Kalbaugh is Deputy General Counsel and Director at ING Financial Holdings Corp.  His practice areas include derivatives and banking law. Previously, he served as an Executive Director, Counsel and Chief US Data Protection Officer at WestLB AG, chairing the Dodd-Frank and Underwriting Task Forces.

He serves on the New York City Bar Association’s Committee on the Regulation of Futures and Derivatives and chairs the CLE Sub-Committee and previously has chaired the CLE and Over-the-Counter Derivatives Sub-Committees. He is a former member of the New York City Bar Association’s Banking Law Committee.

Professor Kalbaugh is also a member of the New York State Bar Association’s Derivatives and Structured Products Law Committee, a founding board member of the Forum for Global Financial Regulation, and a past board member and officer of the Center for Transactional Legal Studies, the organization responsible for publishing the treatise Regulation of Foreign Banks. Mr. Kalbaugh is the author of Derivatives Law and Regulation (Wolters Kluwer, 2014).

A graduate of the National University of Ireland, University College Cork (Bachelor of Civil Laws, cum laude, 1998), he received his Master of Laws at the University of Pennsylvania in 1999. Professor Kalbaugh is admitted to practice in New York.
